GST on NDIS cancellation claims
A short notice cancellation claim takes the GST treatment of the support it stands in for. A cancelled session that was GST free, as a listed health service or as an NDIS support meeting the four requirements, is claimed GST free. One that was taxable is claimed taxable. The NDIS template posts both to one account and writes a sentence where a Xero code belongs.
Key facts
- What decides the GST on the claim
- The support that was cancelled, because the claim stands in for that support rather than buying anything of its own5
- The claim type on the row
- CANC, capitalised. The column is left blank on a direct service row1
- The cancellation reason codes
- NSDH health, NSDF family, NSDT transport, NSDO other, and only on a CANC row. NSCC is not a portal value1
- The column the answer lands in
- GSTCode: P1 tax claimable at ten percent, P2 GST free, P5 GST out of scope1
- What the unit price is measured against
- The maximum catalogue price for the support item, above which the portal pays only up to that price1
- What that limit includes
- GST, where GST applies to the support2
- Where the NDIS template posts the claim
- 422 Cancellation and short-notice claims, in the plan managed template6
- The tax type on that account
- A sentence rather than a Xero code, saying the claim matches the original invoice line's tax type6
- What the ATO's NDIS page says about cancellations
- Nothing. It sets out the four requirements for a GST free NDIS supply and stops3
What a short notice cancellation claim is paid for
A short notice cancellation is claimed, not invoiced to a person who failed to turn up. The provider sends the claim against the participant's plan, against the same support item budget the session would have drawn on, with a field that says the support was not delivered. So the money is still plan money buying the same thing it was buying before the session fell over. That is the whole basis of the tax answer.
If the service that you would have supplied to the person who cancelled is GST free, then the cancellation fee is also GST free.5
Read that sentence as a question rather than an answer. It does not tell a provider what an NDIS cancellation carries. It tells them the question has moved: what was the session, and would that session have been GST free. The general form of this rule, across every funder a practice bills, sits on the cancellation and no-show fees page. This page follows it into the claim file.
The claim file decides it, column by column
The bulk payment request is a fixed order CSV, one row per claim line, read by position. Six of its columns carry a cancellation claim. Two of them make the row a cancellation at all, one carries the tax, one carries the price the tax sits inside, one names the support that was cancelled, and one is the reference the remittance will come back on.
Nothing in that file asks whether the appointment was cancelled politely or late. The portal takes a claim type, a reason and a tax code, and it will accept a row whose tax code is wrong as readily as one whose tax code is right. The check has to happen before the file is built.
ClaimType CANC and the four reasons
ClaimType is blank on an ordinary service row. It is filled only when the claim is something other than a delivered support, and CANC is the value that makes it a cancellation. The reason column then narrows it, and it belongs on a CANC row and nowhere else.
- NSDH, a no show due to a health reason.
- NSDF, a no show due to family issues.
- NSDT, a no show due to unavailability of transport.
- NSDO, other.
None of those four reasons changes the tax. They describe why the participant did not attend, which matters to the agency and not to the activity statement. A provider reading the reason column looking for the GST answer is reading the wrong column.
GSTCode is where the answer lands
One code per row, and it is chosen per support rather than per practice. A provider whose plan managed work is all listed therapy will put the same code on every cancellation row for years and be right every time. A provider whose mix includes non-listed supports will not.
| What was cancelled | The GSTCode on the CANC row | The Xero tax rate on the matching line |
|---|---|---|
| A listed health service delivered as appropriate treatment | P2, GST free | GST Free Income |
| A non-listed support that meets all four NDIS requirements | P2, GST free | GST Free Income |
| A non-listed support that does not meet them | P1, tax claimable | GST on Income |
| A support the practice has not classified yet | Not settled, so the line is a question rather than a claim | Not settled |
Which support was cancelled
There are two routes to a GST free NDIS support and a cancellation claim inherits whichever one applied. The first is the ordinary health services route: a listed health service, performed by a recognised health professional in that service or, in the circumstances the ATO sets out, an assistant they supervise, and generally accepted in that profession as necessary for the appropriate treatment of the recipient of the supply. Physiotherapy, occupational therapy, speech pathology and psychology are listed health services, so where those conditions hold the session is GST free whoever funds it and the NDIS test does not have to be opened.
The second route is the NDIS one, and it is where the cancelled support has to pass four requirements together: the participant has a plan in effect, the support is one of the reasonable and necessary supports specified in the statement of supports in that plan, there is a written agreement between the provider and the participant or another person, and the supply is covered by one of the tables in the GST free Supply (NDIS Supports) Determination 2021.
- The cancelled session was a listed health service, so the claim is GST free by the ordinary route and the NDIS requirements do not have to be reached.
- The cancelled session was a non-listed support that passes all four requirements, so the claim is GST free by the NDIS route.
- The cancelled session was a non-listed support that fails any one of them, so the claim is taxable.
- The plan specifies a quantity or a time and the claim would take the participant past it, in which case the ATO says supports in excess of those specifications are not a GST free NDIS supply.
The split between those two routes is the subject of the listed supports page and the non-listed supports page. What matters here is that a cancellation claim does not get its own route. It arrives already decided.
What the canonical templates post
Three canonical templates carry an NDIS plan managed funding source, and they do not post a cancellation the same way. Only one of them holds a cancellation row of its own. The other two have no row for the pair, so the standing rules fall back to their NDIS plan managed clinical account, at the GST Free Income rate that account carries for delivered sessions.
The interesting row is the first one. Its tax type is not a Xero code at all: the template writes a sentence there, saying the claim matches the original invoice line's tax type. It is the only row in the whole canonical set that does this, and the reason is on the page above. A cancellation account holding both a cancelled physiotherapy session and a cancelled non-listed support cannot carry one rate honestly.
The two fallback rows are not a second opinion about cancellations. They are what the cascade lands on when a template has no cancellation row: the funding source default. A provider starting from either of those templates and claiming cancellations regularly is the case the account exists for.
A taxable claim at the price limit is worth less
UnitPrice on the claim file carries the price of the service, and the portal pays no more than the maximum catalogue price for the support item. That ceiling is the price limit, and where GST applies to a support the limit is inclusive of GST. Those two rules together have a consequence providers meet at the bank rather than at the claim. Claim a GST free cancellation at the limit and the whole amount is revenue. Claim a taxable one at the same limit and one eleventh of it is GST on sales, so the net is smaller for the same claimed figure.
So the code in that column is not only a compliance question. It moves the revenue a cancellation actually earns, and it does so silently, because the claim is accepted either way and the difference only shows up on the activity statement.
The Xero line that has to match
Whatever code went on the claim row has to be the tax rate on the matching Xero line, or the activity statement and the claim file tell two different stories about the same money. That is a mapping problem rather than a reconciliation problem, and it is settled once per support type rather than once per claim.
- The cancellation item is mapped against the support it stands in for, so the tax rate comes from that support.
- A practice billing both listed therapy and non-listed supports needs one rule per support type, because one cancellation account is collecting both.
- A cancellation claim the map cannot place is a question with the options laid out, not a posting made on a guess.
- A rejected claim that is corrected and re-uploaded is a new row in a new file, so the Xero side has to follow the corrected claim rather than the original one.
What this page does not settle
The ATO's own NDIS guidance sets out the four requirements and says nothing at all about cancellation fees or cancellation claims. The inheritance rule reaching an NDIS claim is a reading, carried here by the template row and by one Australian accounting source, and the ruling behind the rule refused a fetch on this pass.
What Ledger Map does with a cancellation claim
Ledger Map holds one standing map for the practice, approved before anything syncs, and the cancellation item is mapped in it against the support type it stands in for. Every claim on that item then resolves the same way, so the tax rate on the Xero line is decided once and applied consistently rather than judged claim by claim.
When the agency's payment lands, it is posted as one balanced document set, which leaves one exact match in the bank feed. The plan managed funder page covers that side of it, and the other GST answers carry the same treatment record for each funding source in the mix.
Questions
Do you charge GST on an NDIS cancellation claim?
It follows the support that was cancelled. A cancelled listed health service claims GST free, and a cancelled non-listed support that does not meet the four NDIS requirements claims taxable. There is no separate rate for cancellations, which is why the GSTCode on the claim row is chosen per support rather than set once for the whole practice.
What is the claim type for an NDIS short notice cancellation?
CANC, capitalised, in the ClaimType column. The column is left blank on an ordinary service row, so filling it is what makes the row a cancellation claim. The cancellation reason column is then filled with NSDH, NSDF, NSDT or NSDO, and it belongs only on a CANC row.
Is NSCC a valid NDIS cancellation reason code?
The June 2025 myplace portal guide does not list it. Its cancellation reasons are NSDH for a health reason, NSDF for family issues, NSDT for unavailability of transport, and NSDO for other. NSCC still circulates in older provider guides and in search traffic, and a row built on it comes back for correction.
Do you charge GST on NDIS invoices?
It depends on the support, not on the scheme. A listed health service delivered as appropriate treatment is GST free for any payer. A support that is not a listed health service is GST free only where the participant has a plan in effect, the support is in the statement of supports, a written agreement exists, and the supply is covered by a table in the NDIS Supports Determination.
How many hours can you claim for a short notice cancellation?
That is set by the NDIS pricing arrangements, and this page does not state a figure. The claim limit is a pricing question rather than a GST one, and it does not change the tax code the row carries.

Open questions
- The ATO's NDIS guidance says nothing about cancellation fees or cancellation claims. It sets out the four requirements for a GST free NDIS supply and stops there. The inheritance rule reaching an NDIS claim is this project's reading, carried by the canonical template row and by one Australian accounting source read in full.
- GSTR 2009/3, the ruling behind the inheritance rule, was not read. The ATO refused the fetch again on 3 Sep 2026, so it is cited unverified and no key fact rests on it.
- The notice period that makes a cancellation a short notice cancellation, and the number of hours claimable for one, are set in the NDIS pricing arrangements. Both are pricing questions rather than GST ones, and neither changes the code the row carries, so neither figure appears on this page.
- Whether a December 2025 edition of the bulk payment request guide supersedes the June 2025 edition used here is unconfirmed. A person should check before this page is published.
- Report writing claimed under ClaimType REPW raises the same question in a form the corpus leaves open. On one reading, documentation funded in the plan follows the therapy it belongs to. On the other, report work is a separate supply, and a report supplied to a third party is taxable. This page points at the question rather than settling it.
